HRA took the opportunity to provide feedback on the draft Drug and Alcohol Program (DAP) Program Logic and KPIs, which will inform the development of the new Grant Opportunity Guidelines (GOGs) for the Commonwealth Department of Health, Disability & Ageing. We are particularly concerned about the absence of harm reduction as a core pillar within the draft Program Logic, despite its central role in the current National Drug Strategy and in Australian alcohol and other drug (AOD) policy and service delivery frameworks. We are also concerned about the funding for the DAP, and the fact that it has not increased for many years, despite the clear cost increases associated with CPI and salary awards that have occurred within the AOD sector.
